Political environment
Ukraine is a republic under a semi-presidential system with separate legislative, executive, and judicial branches. The President is elected by popular vote and is the head of state. The Prime Minister is appointed and dismissed by the 450-seat parliament. The parliament also approves the members of the Cabinet of Ministers. The heads of regional and district administrations are appointed by the agreement between the President and the Prime Minister.
Ukraine has a large number of political parties, many of which have tiny memberships and are unknown to the general public. Small parties often join in multi-party coalitions for the purpose of participating in parliamentary elections.

After Victor Yushchenko's victory in the Presidential elections in the Ukraine and the announcement of Yulia Tymoshenko's "Steps toward the People" which is based on "Government for the People, not People for the Government", one of the government's main goals was confirmed: social security. The Orange Revolution's main driving force were youth who were also the first group to openly protest the old system in the Ukraine. Youth are the least socially secure group in the Ukraine. The social security system for Ukraine's youth has been developing slowly during Ukraine's transition to an independent state. The previous government had created a number of state-funded programmes (education, housing), but only a small group had access to said funding due to lack of information and bureaucracy. The situation is further complicated due to the fact that a large number of young people are moving abroad as their future in the Ukraine seems less than hopeful. This exodus has set in motion the government's overhaul of the general social security system and the social security system for youth in particular. The first step toward solving the global issue of social security is to provide information, set up discussions with the public and solicit media attention. To that purpose, the Institute of Political Education and the EFF have organised two conferences on financing youth organisations for leaders of youth organisations such as "Our Ukraine Coalition", mass media, government representatives, and the public
