The CDA founded the Eduardo Frei Foundation (EFF) in 1990, a year after the fall of the Berlin wall. The EFF was created since the need to establish relationships with our new neighbours was more apparent due to the fall of the wall. Political supressed neighbours should be introduced to another way of political engagement: democracy.

Since 1990, the EFF has carried out hundreds of projects on behalf of the development of democracy in Eastern and Central Europe. Recently, the Arabic region has been added to the focus of the EFF.

The EFF has more than 70 motivated trainers who are pillars of the foundation. Next to this, the EFF has a board which consists of 7 members and three employees. Together, they strive as team for international solidarity.

Goals of the EFF.

  1. To promote Christian Democratic thinking and knowledge in the field of international cooperation in general and in the field of development and human rights in particular.
  2. To stimulate the conscious involvement of members and affiliated organizations of the CDA in the mentioned field
  3. To initiate and support projects, which are aimed at promoting Christian Democratic principles, especially in Central and Eastern Europe and in the Middle East and North Africa region.

The EFF is tied to a strict mandate and budgetary rules. The Foundation provides technical, organisational and financial support for projects that are executed in co-operation with Christian Democratic and like minded organisations.

It can not give direct financial support for general purposes of co-operation. Funds that are currently available to the EFF may be used in support of Christian Democratic parties or organisations in the following countries: Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Bosnia-Herzegovina, Georgia, Croatia, Macedonia, Moldova, Montenegro, Morocco, Romania, Russia, Serbia, Turkey and Ukraine

At the beginning of each year the EFF board prepares an Annual Plan which sets priorities in countries that will receive support and on issues or themes that will get preference. To apply for funding written applications in a standard EFF format must be sent to the board of the EFF. The application should include information on the need, objectives, budget, participants and programme of the project.

The application will be carefully assessed by the board. Its approval of a project will depend on the quality of the application and on the availability of funds. A thorough evaluation should be part of the project.

Conditions for cooperation

The Foundation can not give direct financial support for general purposes of cooperation. It provides technical, organizational and financial support for projects that are executed in cooperation with Christian Democratic and like minded organizations. In this context the Eduardo Frei Foundation closely cooperates with the European People's Party (EPP).

Board

Members of the Board are appointed by the CDA Party Executive, for a term of four years. The Chairman of the Board is appointed by the CDA Congress. The Board Members are specialists on the field of international cooperation.

ANBI

The Eduardo Frei Foundation has an ANBI (Algemeen Nut Beogende Instelling) status as per 2014.

The EFF Board acts on behalf of the CDA as receiver and custodian of the funds received. The EFF has a strategic, long-term policy plan (2014-2017) in which priorities and policy have been set out. The EFF secretariat receives project proposals from sister parties in Central and Eastern Europe and from the Arab Region. For each project a goal description, a draft programme and a budget proposal have to be submitted. The proposals are then assessed by the Board. The Audit Department of the Netherlands Ministry of Internal Affairs subsequently requests financial statements.
